The reason why the fines are geared to offenders' income is that the fine is supposed to be a punishment, not a license to break a law. A fine I might have got for the same offense, something like 500€ maybe, wouldn't be pocket money for mr Salonoja. No reason for him to care about it, he'd continue...

It just bores and annoys me, but that much is true for nearly all comedies. The Simpsons is quite popular over here, though, for reasons which I don't quite understand. 'Here', by the way, is in Finland.
